Knocking pipes in new construction

We have a new construction-2 story home, we've lived in it less than a month. Every time the water comes on-either the faucets or the toilets we hear knocks, sometimes they get really loud. The plumber told us the pipes knock because foam insulation was sprayed around the holes in the floor. Is this correct? Can it be fixed? If the foam insulation needs to be removed, what kind of insulation should we use? Help!
