low water pressure

Hi, I have a 1959 coach house in Florida. A friend is replacing part of an old sprinkler system. He has only finished half. When he turns it on the water pressure is very low. Also the water in the rest of the houseberly works when he puts this on. Where do I start and what do I do first? Is there a way to correct this kind of problem without having a major expense? S.
