It sounds like you have a water problem. Water can come from many sources.
Check the plumbing for leaks,
Caulk between the floor and the tub.
Check the caulking in the tub/shower enclosure, between the tub and walls, corners, and around the faucet and tub spout.
If the floor needs replacement, it can be done by the homeowner. It is not a fun job however. If the floor is getting soft, the sooner the better. Many times the underlayment has gone bad and can be replaced without removing the tub. In more severe cases, the subfloor under the tub has gone bad, which can require removal and replacement of the tub to gain access to the bad wood.
