freeze resistant valve

I am looking for a series of valves, in sizes 1/2 to 3 inch NPT, that can be frozen without damaging the valve.
They are for water systems on railroad maintenance equipment.
For years we have used ordinary ball valves. Water trapped in the annular space around the ball
freezes & cracks the housing. Currently we drill a vent hole through the casting, but it blows out
water on transition from on to off.

I've looked at butterfly/wafer type, but flanges take up too much space. Globes will work, but too much
pressure drop in open condition. Gates trap water in the stem area also.

Valves are on/off, need to be drain, or be of design not to trap any water, but don't have to operate
in the frozen condition. I just don't want them to break.
