Dielectric Unions

We have electricity coming into our house on the main underground water pipe--which, of course, should not be happening. The result is excessive EMF readings inside the house. Some plumbers and electricians have suggested the installation on the main water line to our house of one, and possible two, dieletric unions to stem the flow of current.

Will the dielectric union stop this flow of electricity? If so, will one be sufficient? Could the current "jump" past one union, thus requiring the use of two unions?
