low water pressure

i have a small apt behind my house. the water pressure is not enough to power a body spa, basiclly seven shower heads at once. i thought that by installing a 1 inch pvc pipe from the water meter to the front house would give me more pressure, but i was wrong. i live in houston,tx and i wondering if there is a product that can be installed to the pipe that comes from the water meter that can raise the water pressure.
