It is a federal law and it is self administering, since manufacturers do not make residential 3.5 gpf toilets. The only way to get them is to go to Canada and bring them back.

: Is this 1.6 GPF a federal law? If so, who administers it? Is the EPA involved? I've heard that Congress is considering eliminating the restriction on the grounds that it is self defeating because people have to flush two and three times to get rid of the waste. Any info regarding these questions would be greatly appreciated. Dick Quaintance
