Shower drain

Twice now I have seen reference to "weep holes" around the sides of a shower drain. Although no one at Home Depot or Lowe's have ever heard of them I believe I am correct that their purpose is to catch any water that makes its way through the floor tile and the morter base...that water runs along on top of the pan and exits through the weep holes. I have reason to believe these holes, especially in an older shower, if stopped up will give the same symptoms as a leaking pan...the water simply overflows the pan or finds a nailhole on the side. Problem; how to open these holes working from the shower floor itself. Is it possible? Thanks.
