Since the bond between the fin and the pipe is the thing that determines whether it heats or not, any retrofit would be less than effective. Also,if you extracted too much heat from that piece of pipe, the steam would condense to water and cause a hammer when it contacted live steam. Steam systems are very delicate and do not respond well to modifications. :
