Check the aerator on the faucet to see if they are plugged first. ( that thing at the end of the spout ) Then work backwards to see where the blockage is. The next place to check would be at the washers of the faucet, then the flow from the shutoffs under the sink.
Worst case would be to replace piping in the home. This is sometimes done if the home is over 30 years old with existing galv pipes. The piping page has information on other new replacement piping material.
