He can install any toilet, if the city does not have a 1.6 limitation. Otherwise, plumbers can buy and install anything available. Manufacturers could not produce anything but 1.6's, but old stock can be sold and installed. : A plumbing showroom in my area has a Gerber handicap toilet with an elongated bowl on their showroom floor. The date inside the tank is 1993. I know that the new law is 1.6 gallons of water. If I buy this toilet, is my plumber allowed to install it?
