Welcome to Seattle. I'm glad the weather smiled on us today.
Installing an upstairs bathroom would be a nice improvement. I would check with the Seattle/King County permit center for their information on plans, what is required, how many copies, ect.
A building permit supplied by the homeowner or contractor.
the plumber supplies his permit
the electrician supplies his permit.
