Installing Toilet in Basement.

I am trying to install a toilet in my basement. The
drain pipe was intsalled in the concreat floor.

I can not get the floor flange to go into the pipe. It
goes in about 1/3 of the way and wont go any further.

It seems as though the drain pipe is not round. I have
tried to smooth obvious bumps that I can see in the
drain pipe, but the flange still will not go in.

What can I use, or how can I get these parts to fit
to gether?
