Check the fan to see if it is actually pulling air (try holding some thin paper or plastic up to the grill - it should be pulled to the grill). The exhaust pipe may be plugged (with lint or insulation etc.) or may never have been connected to the exterior. If the fan is pulling air, it may not be moving enough air, in which case the fan may be undersized. You may be able to change the motor/fan assembly (and keep the same housing) with a higher CFM (cubic feet per minute) fan. Check with your electrcal fixture supplier. You will have to know the cubic footage of your bathroom and the diameter of the exhaust piping.
