vicki, the only thing i can think of to do is to take the spout off and change the rusted gavvanized nipples from the faucet to the spout. this may require you to do it from behind the tub if you have an excess panel or cut one,or do it from the front.make sure all the rust is cleaned out from the brass tub faucet.
