Yes, as you've suspected, probably a poor job. Grout isn't waterproof, and your new grout may not have been sealed. This would allow moisture to get behind it, and it also would promote more rapid dirtying and/or mold. If I weren't sure what steps to take, I'd hire a tile specialist to look at it and propose a solution.
