The reason they are asking, is that normally a residential area does not allow apartments, and a second sink often is a precursor to a rental apartment. Occasionally, they allow mother-in-law apartments, but these do not normally require a kitchen since the MiL also occupies the main residence.

Because of the starting load on a refrigerator, it would be best to have it separate. The DW and disposer are often put on the same circuit.`
