if you have check valves on your inlet and outlet of the water heater then i suggest you install an expansion tank in between those to check valves. the cackling noise is chemicals ,lime . calcium deposits in your water heater being heated up. look in to installing magnets on your system. i am going to try them is supposed to prevent calcium build up in water heaters,boilers,pipes etc. Dale
