I assume you read the first post on water heaters lower down the page. If the elements are good, and the thermostats are good, and the tank is warm on the bottom but not the top, Hmmm, Maybe the diptube has broken off? Terry

: My water heater is not producing hot water. I tested the uper heating element for continuity and the loop is closed.
: How can I find out if the problem is on the thermostat or not? and also I'd like to know if is it possible that the problem could still be on the uper heating element eventhough the loop reads on my vm as closed?
: In the lower element area; the temperature is pretty hot which idicates to me that it's fine.
: Do I need to drain the entire tank to remove the heating elements?
