Please help! Searching for a powerful shower

I am building a new house and I am trying to ensure that I will have more than adequate water pressure in my shower. I know that there is ample water pressure coming through the house (75 psi). With or without the water saver in the shower head, the water still pours out pretty weak. When we remove the shower head completely, it is evident that adequate water pressure isn't even reaching the shower head. The plumber for the builder believes that this is caused by the diverter in the shower knob since both hot and cold water are controlled by a single knob. Are there any specific shower fixtures that do not impede the water flow to the shower head? Please let me know the brand and model. Also, can you recommend a good shower head that allows at least 4.0 gpm when the water saver is removed?
