Todd:---The red and black wires connected to the ECO (energy shut off with the little reset button) mounted on top of the upper thermostat should read 220 volts. You should get the same reading at the bottom two terminals on the ECO, if not check the breaker or panel supplying power to the unit. Once the proper power is established to the ECO and the upper thermostat, the yellow and blue wires go to the upper element. The black and red wires supply power to the lower thermostat when the upper termostat is satisfied.
Only one element is energized at a time , the upper one first, and then the lower. If your getting a 220 volt reading to an element but no heat, change the element.
