replacing upper therm. on hot water heater

After using a voltage meter, I found out that my upper thermostat was not working. So I went to replace it with a new one. When I followed all the wiring instruction and turned the power on it still doesn't work. On the top two wires are the red and the black. I have power to the red and black wires. When I put the red wire into the thermostat and screw it down. I checked to see if there was still power with a light tester. When I had the red wire in the thermostat I don't have any power or at least my light won't work. Only when the red wire is out does it show power. Please help me. Todd
