The toilet tank in many cases will have a water level mark stamped into the china on the inside. Make sure the water level is up to height in the tank first. You mention that the water level in the bowl seems to be low also. Check to see if the fill tube from the fill valve is putting water down the overflow tube during refill. Some designs need this after a flush to complete the refill process.
