The upper thermostat operates the top element until it gets hot and turns off, then it send the power to the lower thermostat. That one then operates the lower element until the entire tank is hot, and then turns off. New water comes into the bottom of the tank when you use the hot water faucets and turns on the lower thermostat and element. The lower element does 905 of the heating, since the upper one does not function until the tank is almost out of hot water and the top thermostat turns on.
