The pipe should have been cut off level with the floor and the flange installed so it was settng on the floor. Then, unless the concrete is very crooked, the toilet would not require shimming or build up. And yes movement of the toilet after it is pu down will break the seal and cause a leak.
: I need to install a new toilet in my basement. The builder left the waste drain sticking out of the concrete floor about 1 inch. when i sit my new toilet on the flange i got for it the toilet needs to be elevated about 1/2 to 3/4inch to be level but then i think if anyone sits on it it will lean and create a leak. do i need to put a piece of plywood on the floor first? i want to lay vinyl on the floor.
