Function of water regulator

I checked the water pressure in my house because of a leaky toilet valve. I found that the outside pressure was about 130 psi. There is a pressure regulator, and when the water is turned on the pressure may fall as low as 40, but then it gradually rises to as high as 120 psi, when no water is running. Is that what it is supposed to do? The regulator is made by Wilkins. Does one tighten or loosen the screw to lower the pressure?
