The pressure valve, screwed into the top of the
water heater, is defective. Remove pipe, then unscrew the valve and replace it. Valve is about $10.00 at most hardware or plumbing stores.

Before beginning replacement turn water heater off and drain some water from water heater, via hot water from faucetts. NOTE: If hot water remains in water heater it will pressurize the tank. That hot water will blow out was you remove the
valve.
