Water Heater T&P valve discharge

I have a 6 year old house/water heater (80 gallon set at 120 degrees). Recently the T&P valve started leaking once or twice a week. Since it doesn't leak constantly, I had a plumber look at it and he replaced the T&P valve saying that it was "stuck open". A couple of days later, the valve discharged again.

I replaced the thermostat a couple of years ago and since there isn't a pattern as to when the valve discharges, I don't know how to check to see if the thermostat is sticking.

A friend suggested that I moght need a thermal expansion tank, but my house does not have a pressure reducing system or a blackflow preventor. I'm not certain whether the water company has any such devices.

Any advice?
