As long as the wet vented section of pipe is vertical (45 degrees is considered vertical also) and is at least two inches in diameter it is normal practice. If the toilet line goes straight to the stack, that is fine also. Remember that a toilet works on the principle of siphonage.

Is there a lavatory located near the toilet? Perhaps this is what your plumber is referring to.
