It sounds like either it's time for a new faucet, or at the least, cutting off the handle and replacing both faucet stem and handle.

: Hi. I rent an apartment (cheaply) from a home owner who lives out of town. For the cheap rent, though, I must do my own repairs. Now, I'm not a handy person so I'm very lost in these matters. My problem is that the screw in the one handle of my dripping tap is so rusted, and the screwdriver slot (or whatever its called) is so worn out, a screwdriver doesn't work. I tried oiling the screw to loosen it but that didn't work. I've thought about sawing through the handle and then just turning the screw with a wrench... but even then, I'm not sure it'll work. I don't know its make or model or anything like that but the handles are plastic if that helps. At this point, the tap isn't just dripping... its a steady stream.
