LOW WATER PRESSURE

I recently purchase a old farm house in Illinois. It has a well located in the basement with a 3/4 HP jet pump mounted on top of a bladder tank. The pressure is only about 30 PSI while running and it shuts off about 25 PSI. I tried to increase the pressure setting on the pump but it just runs all the time until I decrease the spring tension on the switch. Could the well point be plugged up some, thus not allowing the pump to increase water volume. The well point is down 21 feet from where it exits out of the ground. The top of the water table is only 8 feet down so water availability isnt the problem. Would replacing the pump with a 1 HP and a bigger bladder tank help in water pressure?
