Actually, in order to test the shower pan (liner), you need to plug the drain pipe about two or three inches BELOW the hair strainer. The weep holes at the base of the drain must remain open. Otherwise it could take much longer to determine whether there is a leak through the pan. The leak might be from the drain trap below the pan, for example.
Plumbers have nifty little inflatable stoppers that go down the pipe for this purpose.
