clawfoot tub refinishing

I want to refinish the feet and the outer tub area, both were painted black. I want to refinish the outer tub in white. Should i clean it back to bare cast iron? should it be primed or can i rough sand and paint over it with a Tremclad type of paint? As for the feet, two questions, How should i prepare them for 1. chrome plating or 2. repainting with a Tremclad type of paint . What do you recommend? thank you.
