sewage venting

It seems as if I can always smell sewage in certain parts of my upstairs rooms. I feel that somehow, the gases are coming back into the house. I do not feel it's coming back from outside, but rather up through the sinks and toilets. I've asked this a few times to other people and no one can really give me an answer -- HOW DO YOU TEST YOUR SEWAGE VENT TO BE SURE IT IS WORKING ADEQUATELY? What can be done to eliminate the odor?
