Running gas line to external gas grill

The previous owner of my house ran a line through the basement wall to an outside grill. Its great as you can grill outdoors every day of the year. However, I saw the pipe the other day while digging under my porch - it looks like 1/4" copper. What is code for running an external (buried) gas line? Is there special material for such an application? If I surround the copper with concete or other material, can I bring the existing pipe into conformance? Do I need an external (above grade) shutoff? Thanks for any pointers. David
