It sounds to me as though you have a terrazzo shower pan. Some of them have a metallic flange behind the tiles that rusts out over the years, and this can allow water to circumvent the receptor. The only thing you can do is caulk all the interior junctures of the shower.
Now let me tell you something about caulking a shower. You have to let is dry out completely AFTER you remove the old caulking. Give it two or three days and then recaulk with silicone.
