WATERLOGGED PRESSURE TANK - shallow well pump

What would be the simple procedure to restore the proper Air Pressure / H2O mix to my pressure tank/shallow well pump. Presently, the pump kicks in after every toilet flush, etc...; in it's proper operating capacity that shouldn't happen. I estimate the volume of the entire tank capacity to be about 12 - 15 gal. - based on appearance; I don't have a manual with this system... the air pressure that it usually is set at is approx. 25 - 40 lbs. It has all the symptoms of being waterlogged. Can you help? Thanks!
