Low water pressure

In my basement where the water enters from the street there is a shut off valve and funny looking bolt sticking out of a metal cone-like thing. If I happen to turn that bolt could I possibly increase my water pressure or would my house explode? I really miss a forceful shower like I had in my old house and that all my friends and family have. Righty tighty or Lefty loosey? Water saving features...those are long gone.
