Libby:--The hissing that you hear may be coming from a malfunctioning temperature and pressure relief valve. That would account for why the outside pipe is leaking. The T&P valve is easily replaced..cost about $6-$8 You would probably need some help with this job.. tools ..muscle..etc. Lots of luck..Bud |
