Hi Chuck: I found your posting somewhat confusing as first you say that your basement is roughed in for plumbing and in the next sentence you state you are in the process of plumbing it. If it is already roughed-in, there should already be a vent for the basement plumbing group. In answer to your question: No, you cannot tie in a vent into the main soil stack if plumbing fixtures such as toilets, sinks, etc.. are emptying above the tie-in. I would suggest that you contact a plumber or even a plumbing inspector to come in for a consultation (for a small fee, I'm sure) and perhaps they can advise you to some alternate ways to run the vent (If there is not one there already).
