Take the diverter stem out, and check the valve seat for damage. The valve seat could be broken where the 'o' ring contacts it. Sometimes these seats can be refinished with a siple valve seat cutter found at better hardware or plumbing stores. If it can't be re-cut, it will have to be repalced and that's not fun....will have to cut hole in shower wall to do it. An alternative is to install a tub spout that has a shower diverter pull valve, and ignore the original diverter. GOOD LUCK..
