These little buggers, which ae small black flies are more commonly known as Drain flies. They are not harmful and more of a nuisance. They can live under water and can appear thus even when the floor drain trap is full of water. It was suggested to me that pouring boiling water in large quantities down the drain can help, which seems obvious as a method to kill em, I also tried the draino foamer products, and large quantities of water with bleach. It reduced them but I still see em once in a while...hope this helps...
