New toilet siphoning after sitting

Hello, I installed a new 1.6-gallon toilet in an upstairs bathroom. After installation I gave the toilet several test flushes and everything seemed fine. I put my tools away and when I came back to check the toilet for leaks I noticed that only 2 cups of water remained in the bowl. After a flush I watched the water in the bowl and it slowly drains out, taking about 2 minutes to drain. The toilet is not leaking as far as I can tell, the ceiling in the room below the bathroom is dry. During installation the old wax ring was removed and a new wax ring installed.
