Need balancing valve on boiler?

We have a tankless water heater in our oil-fired boiler. Intermittent loss of hot shower water led me to suspect the Watts 70A Adjustable Water Tempering Valve that's connected to the heater. I bought a repair kit and noticed the instruction sheet shows a balancing valve "to compensate for pressure drop through the heater". Our boiler was installed new a year ago but has no such balancing valve. I asked the plumber about it but he avoided a direct answer. What problems, if any, occur from not having the balancing valve installed?
