"Stutter" in gas, power-vent H/W heater

I have a 7 year-old residential, natural gas hot water heater with electric power vent, manufactured by State Industries. It has developed a "stutter" when trying to maintain tank temperature. It tries to fire by first turning on the power vent, but the burner fails to ignite so the power vent shuts off. It seems to repeat this cycle about every 10 minutes. Nonetheless it continues to provide more than sufficient hot water on demand. The installing plumber has retired... can you provide any insight into the problem so I'll know what to expect when I locate a plumber familiar with this unit? Thanks in advance for any advice. Dave
