Water Heater

I have a 40 gallon gas water heater. We are running out of hot water after one regular length shower. In a matter of minutes, additional hot water is available. I have read that the dip tube could be the problem, but I believe that the heater was manufactured prior to the dip tube recall. We have also noticed that when we turn on the hot water from a faucet, that it looks rather milky. Also, the cold water fill pipe at the top of the heater is warmer than the actual pipe that distributes water to the rest of the house, and is actually very hot. I have thought about flushing the heater, to see what might happen. What can I do to check some things before calling a plumber? Thanks!
