1/4" per foot is the normal fall on the drain line. You can put the flange either way, whatever is easier for you. : What is the drop per in. or ft. for toilet drain pipe. Should I put the pvc toilet flang on top of my 3/4 in. plywood with the 1/4 in. laminet around it, or put the flang on top of both.
