Sounds like the packing needs to be replaced, they have been tightened to keep the stem from leaking by the bonnet. Shut the water off under the faucet, lossen the bonnet, remove and rebuild the stem. Reassemble in reverse order. : i am having trouble turning off the hot and cold water valves in bathroom they will not turn is there anything i can do to loosen the valves so they move.
