Dave: At the risk of incurring the wrath of the Purist Plumbers on this forum, I suggest that you install several AAVs (Auto vents..Air Admittence Valves..Studor Vents) to back up your frosted over vent terminals.
Any that take umbrage at that suggestion may feel free to go up on Daves' roof and thaw them puppies for him.
Once the annual glacier recedes in Minnesota, try enlarging the size of the vents to 4" and see if that solves the "Eskimo Curse" that is afflicting your vent terminals.
There are resistence wire heating tapes that can be adapted to the purpose of your post inquiry, and are available from most farm or Mobile home suppliers.
