Not necessarily. Depending on how the piping is arranged, the pipe to the toilet could freeze without affecting anything else. It is more unlikely that that one pipe would be plugged without having lost its flow gradually over a period of time.
: How do i know if my pipes are frozen rather than plugged up with deposits? There is no water currently going into the toilet since this morning, but the sink right next to it works fine. If the pipe was frozen (its -8 farenheit here right now), wouldn't there be a problem with the sink too?
